Oscar was my favourite when I was a kid and I’m from the UK. I’d be surprised if anyone my age doesn’t know who big bird, cookie monster, Elmo or even count von count are.
Oh actually it is famous. I watched it a bit as kid but not much so I didn’t remember enough to understand the reference, but still I thought the guy looked like a Muppet in the last panel.
