How to organize renters in a large complex?

I live in a 800+ unit, corporate owned and managed apartment complex and would like to organize the renters. What kind of platform would you purpose? As most folks aren’t as nerdy, I suppose discord would work too well, I was thinking a simple bulletin board solution on the web for example, the post a poster with QR code around the property… What are your thoughts?

I think a web bulletin board is a great idea with maybe a form that other renters can use to submit thoughts or things they want addressed
