Is it possible to block a community on system level? i.e. !random@kbin.social is a massive nswf spam sink of hundreds kbin.social local accounts. Or should we rather remove/purge it entirely?

Yes, but that is only for me.
Unfortunately that’s all that can be done about it. Or purge it and get every one of your users to unsubscribe from it, but I’ve tested that and it still likes to repopulate.
I’m not sure if our admin can block communities for the whole instance?
You could also ask the kbin.social admins to delete that community.
Seems to have stopped anyway… 9 hours ago.
