and siskos unilaterally decides marques as terrorists when its convenient politically but almost rarely condemns cardassians for doing the same thing and doesnt raise a stink about Klingons giving cloaking tech to marquee to commit the same acts. and later commits terrorist attack(with garak bombing a senator) to drag romulans into the war
Janeway would make terrorists part of her uniformed crew then thoroughly violate the prime directive in full “fuck it” mode to change what she didn’t like about the outcomes.
Both the regular prime directive and the temporal one, just to be thorough.
