The hard way is to settle a combat tile.

You get raids every ~3 days so plenty of meat. I think Francis John did a series on it.

Sandbox mode. Customize all your people as cannibals, and make it so new people wander in to your map frequently enough.

I’ve never done cannibals, I like to give myself lots of gold so everyone can have gold beds. And I like adding bionic body parts.
