    Hmm. That does mean that now Congress is in the loop as to actual cuts happening.

    So given that I understand that (a) the Executive Branch agencies involved need to make spending cut plans associated with any layoffs, and (b) Congress needs to pass legislation, that’s structured quite differently than “little group in the White House creates overarching cuts solo”.
