My aunt Martha had what she described as the world’s smartest rooster. Thing was so smart he figured out how to unlock the hen house door. Except one day he unlocked the door and a fox got in and killed all the hens. So to me as a casual observer, it doesn’t seem like that rooster was all that smart.
why would you divide something by 10^-3 instead of just multiplying it by 1000
I think you are forgetting the basic premise of the theory
Perhaps the value was from elsewhere in the conversation and could have just as well been a variable in the formula, so they were referencing where it came from by spelling it out.
Looks like a conversation with any mathematician to me.
