Correct, and the ICC is in The Hague, which is in the Netherlands. So this is just confirmation that they are willing to carry out the necessary surrounding logistics for such a big tribunal against a powerful head of state.

… And as the other comment said, I really would like to see Trump and Netanyahu right next to Putin.

This is one of the things any subsequent President could do to help restore international relations after this shit show.

Repeal the Hague Invasion Act, re-sign the Rome Statute and submit it to the Senate for ratification as we should have done in the first place. It was signed under Clinton originally and the Hague Invasion Act was passed under Bush after 9/11.

Allowing international oversight of war crimes tribunals against the US military would go a long way to help fix relations.

The EU proposal actually talks about this. ICC has no jurisdiction over Crime of Agression. Actual starting of the war. Since by accident/intentionally nobody gave ICC that jurisdiction/ Russia is hardly going to volunteer to agree to give it jurisdiction

ICC can handle the individual war crimes, crimes against humanity.

While most of Russia’s war crimes can be prosecuted in other courts, there is no legal entity authorized to rule on the crime of aggression — first coined to prosecute the Nazis for World War II — which means a dedicated tribunal needed to be established.
