Edmonton is looking to limit the sale of bear spray to people 18 years and older. Additionally, those buying it would have their name, ID number and date of birth recorded.

Not sure what problem this is supposed to solve. People younger than 18 go camping or live in areas that require bear spray.

The one incident the article referenced involved a 23 year old man who was later arrested.

How would this change have prevented/resolved that incident?
