Yeah no details but I imagine it’s for something other than clapping, such as disrupting the meeting. Most such meetings already limit your opportunity to speak publicly, and this is probably no different. You have your turn to speak however you want but need to respect other people’s turns

I’m ambivalent because you have a right to express your opinion and government has to right to stifle free speech, but at the same time these meetings need a way to get stuff done.

My own city council has been pretty good, but people usually respect the rules and other people’s time and opinion. I forget exactly what nonsense but we had a maga invasion at school board meetings, maybe related to Covid, and suddenly we had herds of cultists from out of town trying to tell our school board what to do and completely dominating meetings so nothing could get done. I hated that the board limited public speech and even closed meetings to the public, but the reality is they got stuff done and were more responsive to the actual citizens
